Gilbert Arvizu’s research examines how multilevel structural interventions can improve population health in historically disconnected communities, particularly in Phoenix, Arizona. Drawing on systems science, sociotheology, and coopetition theory, he studies how social, economic, ecological, and institutional forces shape access to health and social care, as well as how Medicaid policy, financing, and service delivery systems can address health-related social needs. His work ultimately seeks to identify when Medicaid-financed health and social care services improve outcomes while substituting for more expensive medical and institutional care, thereby slowing the growth of public expenditures and contributing to long-term fiscal sustainability.
