Elizabeth Harris is a Faculty Associate at Arizona State University, where she has taught courses in introductory sociology and nonprofit management. Dr. Harris conducts research nationally on child welfare system improvement efforts. She has led or played a lead role in evaluations of large-scale Federal projects, including a waiver initiative and a pilot study on the effect of combining early family finding and family group decision making on permanency. She served as the project lead and expert consultant for the Children’s Bureau, a project of the Civil Rights Division of the California Attorney General’s Office. In that capacity, she worked on projects initiated by then Attorney General Kamala Harris to study civil rights violations, and racial inequities, in child welfare practice in California. She also evaluates nonprofit models for reducing child maltreatment and preventing child welfare system involvement, with a goal of helping those programs to demonstrate their efficacy. More recently, since the 2018 passage of the Family First Prevention Services Act, she focuses her evaluations on helping effective programs to qualify for Federal prevention funding. Dr. Harris has a PhD in Sociology from Washington State University, with an emphasis on the Sociology of Families and the Sociology of Education.
