Mr. Kevin “Ryan” Jenkins has more than 10 years field experience in logistics, base life support, training, maintenance, and facilities management supporting United States and Allied Army, Navy, Air Force and Marine services in the most remote and austere locations in the world. Specific expertise in Program Management, Federal Contracts, Finance and Business Development.
Mr. Jenkins contracting career began with Engility (now Sincerus) supporting Vectrus in the Kuwait Base Operations Service Support Security (KBOSSS) contract. From 2011 – 2015, he managed all U.S. Army Training Support in Southwest Asia comprising range maintenance and logistics support across 23 countries and overseeing the maintenance and upkeep of one of the largest U.S. Army training areas.
In 2016, Mr. Jenkins was sent to Afghanistan as the Program Manager providing oversight management of the Afghan Air Force (AAF) in the functional areas of Finance/Budget, Operations, Engineering Projects/Facilities Maintenance, IT infrastructure, Human Resources, Intelligence, Firefighting, Logistics and Maintenance. Later that year, Mr. Jenkins was asked to become the Senior Finance Advisor to the Ministry of Finance (MoF) advising the senior executives on treasury oversight, budget formulation and execution of the $5.5B budget.
In 2017, Mr. Jenkins joined Constellis (Centerra group) as the Program Manager of the Bahrain Base Operations Support contract (BBOS) at the US Naval Base that hosts the 5th Naval Fleet and 3 other military sites. He executed close out operations of this $20M annual revenue contract with 550 employees.
Following that successful close out, in 2018, Mr. Jenkins was hand picked to go to Diego Garcia Base Operations Service Support contract (DGBOSS) as the Business Manager of a Joint Venture contract that managed all aspects of the Island, Naval Base, and Air Force Base. In this capacity, he was head of accounting, contracts department, and corporate liaison with oversight of 1600+ employees and management of $60M in annual revenue. Upon closing out DGBOSS, Mr. Jenkins then was sent to the Singapore Base Operations Support contract (SBOS) in 2019 as the Senior Business Director overseeing Business Development, Accounting, Procurement, and Contracts departments.
In 2020, Mr. Jenkins became Amentum’s Senior Business Manager over one of the largest contracts in Afghanistan consisting of 1100 employees and $118M in annual revenue. The contract provided theater-wide support of all US maintenance, transportation, and property management. He led the Business Management Directorate with five reporting sections: Financial Planning & Analysis, Payroll/Cash management, Contracts, Travel and IT. Notably this contract was tasked with the full retrograde mission of all US vehicles, equipment and property from Afghanistan.
Mr. Jenkins has also served 20+ years in the US Army Reserves as an Aviation Officer (UH-60 Blackhawk Helicopter pilot), Logistics Officer, Information Operations Officer and Civil Supply/Economics Officer.
Mr. Jenkins supports Palladium International as its Senior DoD Business Development Advisor. He is married to Jaeyoung Jenkins, has 3 sons and a Great Dane, Sky.
