Jose A. Quiroga is a global strategy, business development, and international partnerships leader with over 20 years of experience advancing collaboration among industry, government, and higher education. As Director of Global Development at Arizona State University's Ira A. Fulton Schools of Engineering, he leads global development and corporate engagement efforts, building strategic partnerships that advance economic development, workforce transformation, research, and innovation worldwide.
Jose has extensive experience designing and leading large-scale, national and regional public-private partnerships, particularly in emerging technologies and advanced manufacturing. His work focuses on strengthening semiconductor ecosystems, developing industry-aligned talent pipelines, and helping governments and institutions translate economic development strategies into actionable programs. He has led semiconductor workforce and ecosystem development initiatives across Asia and Latin America, working with national and state governments, multinational technology companies, universities, and international development organizations.
Jose currently serves as Managing Director of a $23 million U.S. Department of State initiative to diversify semiconductor supply chains across six countries: Costa Rica, Indonesia, Mexico, Panama, the Philippines, and Vietnam. The initiative advances semiconductor workforce development, supplier capabilities, public-private investment, and international industry collaboration. His recent work also includes supporting national semiconductor strategies and workforce development initiatives in India and Thailand, as well as advising Mexican states on semiconductor industry development, investment readiness, and supply-chain integration.
Throughout his career, Jose has developed and secured substantial external funding for international initiatives and led complex programs supported by the U.S. Department of State, USAID, industry partners, and other organizations. His previous leadership includes the U.S.-ASEAN Science, Technology and Innovation Cooperation (STIC) program, the Mekong-U.S. Partnership Young Scientist Program, and the Young Southeast Asian Leaders Initiative (YSEALI). His experience spans international business development, strategic partnerships, workforce development, and the design and implementation of programs that connect academic capabilities with industry and government priorities.
Jose holds a Master of Science in Electronic Systems Engineering from Tecnológico de Monterrey and a Bachelor of Science in Biomedical Engineering from Arizona State University. He is also a certified Lean Six Sigma Green Belt and is bilingual in English and Spanish.
