Mr. Brown is a senior lecturer at Arizona State University's Environmental & Resource Management academic program. He is the Principal Investigator for a Border 2020 program grant to improve emergency management in U.S./Mexico border areas. He was the Principal Investigator for a FEMA-funded project to develop national training classes for emergency management professionals. Mr. Brown has lead or served as a Co-PI on more than 20 sponsored projects.
Mr. Brown is a former director for the Maricopa County Environmental Services Department. He also formerly worked for the Arizona Department of Environmental Quality and Arizona Department of Health Services. Mr. Brown has a bachelor's degree in zoology from ASU and a master's of public administration degree also from ASU.
His 45 years of professional experience includes air quality, water quality, wastewater management, hazardous waste management, environmental remediation, solid waste management, food protection, vector control, public administration, emergency management and public health practice. He teaches environmental management courses including the topics air quality, solid waste, hazardous waste, environmental remediation, environmental laws, sustainability, environmental health and emergency management. He also assists with teaching professional developnent classes through the ERM Professional Development program.

Mr. Brown was the Principal Investigator for a research project to evaluate best operational practices for public drinking water systems. Mr. Brown is currently a Co-Principal Investigator for a project assisting the Governor's Office of Energy Policy with enhancements to the State of Arizona Energy Assurance Response Plan. He has been involved in several other environmental and emergency management research projects including soil bioremediation and developing new national training classes for emergency management professionals.
