Dr. Hess was a member of the MLF Teachers College from 1990 until he
retired in 2007. His area of specialization was Educational
Measurement & Evaluation. He taught courses in undergraduate
Testing & Measurement, graduate Testing & Measurement, Intro
to Statistics, Advanced Statistics, and Introduction to Educational
Research & Evaluation.
Dr. Hess taught at Governors State University in Illinois from
1984 until 1990 where he was Director of Reading Education, Director
of Computer Education, and program coordinator for Educational
Psychology. At Governors State he taught courses in undergraduate
Reading Education and graduate courses in Reading Education,
Introductory Statistics, Advanced Statistics, Educational Measurement,
& Introduction to Educational Research.
Prior to joining Governors State University Dr. Hess was the
Coordinator of the Screening Examination Program for the College of
Education at the University of South Carolina as well as an Instructor
for both the Research & Evaluation program and the Teacher
Education program in the College of Education.
Dr. Hess has served as a consultant for numerous national and
state assessment programs. He was the founding chair of the Arizona
Technical Advisory Committee in charge of oversight of the Arizona
Instrument to Measure Standards (AIMS). He also helped to oversee the
development of testing programs for the Kyrene Elementary School
District, the Glendale Unified High School District, the Scottsdale
Unified School District, the Tempe Unified High School District, and
the Mesa Public Schools District. In addition, he served as a member
of the Oregon Technical Advisory Committee and aided in the
development of testing programs for the Vancouver (WA) Public Schools.
While in Illinois he served as a consultant to the Illinois State
Board of Education, as a testing consultant to over nine different
districts in the Cook County area as well as a consultant to the South
Cook Educational Service Center representing over 25 school districts
to the Illinois State Board of Education.
Dr. Hess has authored or co-authored three professional books as
well as numerous monographs, chapters in books, and refereed journal
articles. His refereed presentations number over 40, including
presentations at the American Educational Research Association and the
National Council on Testing in Education.
