Charles Loftus

Charles Loftus has been a law enforcement officer for more than 30 years working as a patrolman, investigator, supervisor, mid-level management and as a chief. He is retired from a state-level police agency in 2016. His experience includes patrol, multi-jurisdictional task forces, fraud, public and police corruption, supervisor, training officer, and instructor of multiple disciplines. Loftus has investigated complex frauds and misappropriation of state and federal funding, public corruption, narcotic crimes, prescription diversion by providers and abuse to patients and elderly. In his past assignments, he supervised the financial remedies section, which oversees statewide undercover - large scale narcotic operations, intelligence analysts, financial investigators and analysts for RICO (Racketeer Influenced and Corrupt Organizations Act) offenses. Loftus is heavily involved in the supervision and direction of Southwest Border and cross-border investigations. He was the Chief Law Enforcement Office at the Arizona Department of Economic Security. In 2005, Loftus earned his doctorate in public administration with an emphasis on Criminal Justice Public Policy and Public Police Misconduct and Corruption. He also has a master's dgree in public administration with an emphasis on policy analysis and ethics. His research interests are police officer misconduct and counter-terrorism/intelligence studies. Loftus has taught at Arizona State University and Northern Arizona University teaching counter-terrorism, domestic terrorism, research methods, statistics, the police management and international politics. He is the director of a study abroad program through ASU that takes students to Israel to learn about counter-terrorism, intelligence coordination, Islamic fascism, jihadism, proactive security measures, infrastructure protection, and emergency responses to terrorism. Loftus also serves on the advisory oard for the Annual Editions: Homeland Security and Annual Editions: Violence and Terrorism. Loftus’ published work includes works on critical infrastructure protection – chemical facility security, law enforcement misconduct, preparing future counter-terrorism defenders, and succession management.

He is a member of the International Association of Chiefs of Police, the Arizona Association of Chiefs of Police, International Association of Directors of Law Enforcement Standards and Training, National Association of Drug Diversion Investigators, ASIS, Thunderbird Amature Radio Associoation, and Arizona Repeater Association.

Loftus is his personal life is involved with the Boy Scouts of America and is a amateur radio operator, (Extra Class)  KG7KRN.
