Thomas Holland, MPA

Tom Holland worked for a number of years for the International City/County Management Association as a Management Associate and Analyst. There Tom assisted in the annual and bi-annual evaluations of over 300 cities in North America in the areas of Public Safety (specifically Police Services, Facilities Management, Purchasing, and Youth Services). In Arizona, Tom served as consortium liaison leading trainings on service evaluation and facilitating discussions of best practices among local governments in the region. Along with other ICMA staff, Tom co-authored several annual and bi-annual reports in addition to the popular What Works book dedicated to case studies about innovative practices in service and program evaluation. Tom also presented “Using Performance Measures to Tell a Meaningful Story” at professional conferences.

Tom Holland earned an MPA degree from ASU in 2009 and a BIS degree in 2006 with areas of concentration in Political Science and Public Administration. As a graduate student, Tom served as Research Assistant to Professor Jim Svara with whom he collaborated on the creation for an “innovation” survey of local governments.

Tom’s areas of interest and expertise are public service, public administration, ethics, economics, public policy, urban theory, food policy, food policy, and biopolitics. Tom has taught several courses in the subjects listed and has also co-authored a journal article with Dr. Tom Catlaw titled “Regarding the Animal: On Biopolitics and the Limits of Humanism in Public Administration” which serves as a nice intersection of many of those lines of inquiry.
