Dr. Dragan Boscovic is a Clinical Professor at the W. P. Carey School of Business at Arizona State University (ASU), where he serves as the Director of the Blockchain Research Lab, Associate Director of the Center for AI and Data Analytics, and Research Director of the AZ Blockchain Applied Research Center. With a Ph.D. in Electrical Engineering and Computer Science from the University of Bath, UK, Dr. Boscovic brings over 35 years of international high-tech experience, spanning the UK, France, China, and the USA. He is recognized for his expertise in digital asset management, consensus protocols, trustless information systems, and distributed system performance evaluation, with a strong focus on blockchain, AI/ML, IoT, digital twins, and tokenomics.
In addition to his academic roles, Dr. Boscovic is a Distinguished Visiting Scholar at Stanford University’s mediaX and the CEO of VizLore, LLC, a company specializing in IoT and AI applications for digital agriculture. He excels in developing strategies and driving innovation, investments, and growth in cutting-edge technologies, applying his extensive experience to architect practical solutions in data engineering, blockchain-based cybersecurity, and ML-driven systems.
Dr. Boscovic’s distinguished career includes nearly 20 years as a research executive at Motorola and Google, where he secured 24 patents, received prestigious accolades such as the Motorola Standards Impact Award (1999) and Patent of the Year (2005), and was elected to Motorola’s Scientific Advisory Board in 2001. He has authored numerous papers on diverse topics, including data analytics as applied to sustainability, energy digitalization, cybersecurity, AI integration in trustless systems for the data economy, and digital twins. A prolific innovator, he continues to advance research and development in blockchain, tokenomics, and AI-driven technologies, shaping the future of data-intensive systems and their applications across industries.

In 2005, Dragan Boscovic introduced the concept of cognitive networks, networks capable of dynamically adjusting their topology and operational parameters to optimally meet the specific needs of users or groups, while adhering to regulatory standards. These networks feature self-configuration, enabling them to adapt to changes operationally and contextually through a distributed management approach aligned with the autonomic computing paradigm.
Boscovic has recently expanded his definition of cognitive networks to encompass not only the technological elements but also the human components involved. He envisions a symbiotic relationship between the network and its users, fostering a blend of social collective intelligence that integrates technology with the human aspects of individuals, groups, and organizations. This expanded view suggests that the control logic of cognitive networks cannot be separated from the socio-economic factors that enable these networks to function harmoniously within society's framework.
