Robert Campa

Robert Campa, CEM, AZ-MEM, is a Faculty Associate in Arizona State University’s School of Public Affairs and the Emergency Manager for the City of Mesa, Arizona. In his municipal role, he leads citywide emergency preparedness, operational coordination, continuity planning, hazard mitigation and emergency operations center activations for one of the nation’s largest cities.

Campa works across public safety, transportation, utilities, information technology, public information and executive leadership to coordinate preparedness for complex incidents and major events. His experience includes severe-weather and infrastructure emergencies, civil unrest, large public gatherings, VIP and dignitary visits, and major sporting events. He has supported emergency and security operations associated with the FIFA World Cup 2026, the Super Bowl, the NCAA Men’s Final Four and other regional events.

He is a Certified Emergency Manager (CEM), Arizona Master Emergency Manager (AZ-MEM), Certified Threat Assessment Assessor and an approved Emergency Management Liaison Officer through the Arizona Counter Terrorism Information Center. He is also a graduate of the Center for Homeland Defense and Security Emerging Leaders Program at the Naval Postgraduate School.

At ASU, Campa teaches courses in hazards and risk management, hazards governance and contemporary disaster preparedness. His teaching connects emergency-management theory with practical experience in organizational resilience, interagency coordination, public policy, crisis leadership and whole-community preparedness.

Campa holds a Master of Arts in Emergency Management and Homeland Security and a Bachelor of Science in Criminology and Criminal Justice from Arizona State University. He also completed ASU’s Certificate in Homeland Security.
