Donald Siegel

Dr. Donald Siegel is Regents Professor and Foundation Professor of Public Policy and Management in the School of Public Affairs (SPA) and Co-Executive Director of the Global Center for Technology Transfer (GCTT) at Arizona State University. From 2017-2022, he served as Director of SPA, which is currently ranked #9 in the country. From 2008-2016, Don was Dean of the School of Business at the University at Albany, SUNY. 

Don received his bachelor’s degree in economics and his master’s and doctoral degrees in business economics from Columbia University. He then served as a Sloan Foundation post-doctoral fellow at the National Bureau of Economic Research. Don is an elected Fellow of the American Association for the Advancement of Science (AAAS) and the Academy of Management (AOM) and served as Dean of the AOM Fellows from 2020-2023. He is the 2026 winner of the Global Award for Entrepreneurship Research.

He has published 159 articles in refereed journals and 14 books on issues relating to technology transfer and academic entrepreneurship, innovation, corporate social responsibility, the effects of mergers and acquisitions and private equity on productivity and workers, productivity analysis, and the economic effects of gambling in such leading journals as the American Economic Review, Economic Journal, The Review of Economics and Statistics, Journal of Law and Economics, Journal of Financial Economics, Brookings Papers on Economic Activity, American Journal of Agricultural Economics, Research Policy, Public Administration Review, Academy of Management Review, Academy of Management Journal, Academy of Management Perspectives, Academy of Management Learning & Education, Organization Science, Strategic Management Journal, Journal of Business Venturing, Journal of International Business Studies, Organizational Behavior and Human Decision Processes, Journal of Applied Psychology, Personnel Psychology, Journal of Management Studies, Journal of Business Ethics, and Journal of Management.  His most recent books are the Oxford Handbook of Corporate Social Responsibility: Psychological and Organizational Perspectives and the Chicago Handbook of University Technology Transfer and Academic Entrepreneurship (University of Chicago Press).  

His citation count, according to Google Scholar, is 96,986 (h-index: 120). He is ranked #34 in the U.S. and #63 in the world among business and management professors and #1 among business and management professors at ASU. He was also recently ranked #5 in the world in technology transfer and #7 in the world in entrepreneurship by ScholarGPS. Professor Siegel is an Editor-In-Chief of Small Business Economics: An Entrepreneurship Journal, a former editor of the Journal of Technology Transfer, the Journal of Management Studies, and Academy of Management Perspectives, an associate editor of the Journal of Productivity Analysis, and a former associate editor of the Journal of Business Venturing and Academy of Management Learning and Education. He has also co-edited 59 special issues of leading journals in management and economics. 

Dr. Siegel has received over $11 million in grants or fellowships from the Sloan Foundation, National Science Foundation, Kauffman Foundation, NBER, American Statistical Association, W. E. Upjohn Institute for Employment Research, VentureWell, the Arizona Board of Regents, and the U.S. Department of Labor.  His most recent NSF grants involve the first major attempt to collect and analyze data on management practices and organizational issues in technology transfer at the NIH and other federal labs, efforts to involve tribal communities in technology-based economic development and technology transfer, advising an up and coming research university on ways to improve its technology transfer performance, and developing new ways to assess knowledge spillovers from the NSF I-Corps Program.  Siegel also served as a consultant or advisor to the U.N., the National Academies of Science, Engineering, and Medicine (NASEM), Lawrence Berkeley National Lab, the Council on Competitiveness, the U.K., Italian, and Swedish governments, the Department of Justice, the Environmental Protection Agency, Chase Manhattan, Securities Industry Association, Morgan Stanley, Goldman Sachs & Co, Deloitte and Touche, and the National Association of Manufacturers. Siegel was a member of the Advisory Committee to the Secretary of Commerce on “Measuring Innovation in the 21st Century Economy” and a member of New York Governor David Patterson’s Small Business Task Force. He recently served as Co-Chair of a NASEM Committee on “Advancing Commercialization from the Federal Laboratories.” He previously chaired a NASEM Committee on “Best Practice in National Innovation Programs for Flexible Electronics” and was a member of NASEM committee evaluating the Small Business Innovation Research (SBIR) Program.  In 2011, Siegel testified before the House Committee on Science, Space, and Technology regarding reauthorization of the SBIR program. He also served on the Board of Directors of New York State Industries for the Disabled and the Research Foundation of the State University of New York.
