Robin Guohuibin Li is a Ph.D. candidate (ABD) and instructor at the Center on Technology, Data, and Society (CTDS) within the School of Public Affairs (SPA) at Arizona State University (ASU). Li studies emerging AI-enabled technologies and cybersecurity.
Li's current research focuses on biometrics in public space, particularly their societal implications on trust, justice, and privacy for public administration, technology policy, and urban innovation and governance. Li's three-essay dissertation investigates the increasing use of Facial Recognition Technology (FRT) in the context of smart cities, US local law enforcement, and digital tax, highlighting the responsible and ethical use of emerging technologies in public service provision and policymaking.
Li has been published as a single author in Government Information Quarterly and has co-authored papers in Regional Studies and Economics of Innovation and New Technology. Additionally, Li has several papers under review and in progress. Li has served as a reviewer for journals such as the American Review of Public Administration, Political Analysis, Journal of Public Administration Research and Theory, Public Administration Review, and Journal of Infrastructure, Policy and Development.
Li has taught undegradable, graduate, and certificate courses in various modalities at ASU. Li has received several rewards for his research and outstanding doctoral student performance from SPA, ASU, conferences, and NASPAA.
Li worked as an associate logistic engineer at Penske Logistics Europe in the Netherlands before coming to ASU. Li had MSc. in Business Information Management from Rotterdam School of Management at Erasmus University and BSc. in International Business Administration (Cum Laude) from the University of Twente in the Netherlands.
Li is expected to defend and graduate by the Summer of 2025. Li is on the job market.
