Carol A. Poore is an experienced community leader and capacity builder with passion and proven competency for expanding mission impact, enhancing organizational performance, growth, community outcomes, brand influence and valuable alliances.
Poore received her doctorate in public administration, her master's in business administration and her bachelor's degrees from Arizona State University. Her primary field of research focuses on community development and how social capital (vital networks) create vibrant communities and urban revitalization. Since 2011, she has served as a faculty associate at Arizona State University and teaches community development, leadership, and public policy courses in ASU's School of Public Affairs.
As president of Poore & Associates, she assists organizations with strategic planning, organizational turnaround, strategic fundraising and venture capital development, urban placemaking/storytelling, donor cultivation, branding/identity building, marketing communication, and civic engagement. Clients have included National Endowment for the Arts, University of Arizona College of Medicine – Phoenix, Arizona State University, Maricopa County Medical Society, BioAccel, Arizona Technology Council Foundation, Arizona Community College Association, and Arizona School for the Arts. She also founded and is on the leadership and creative team of Phoenix Phabulous Experience to incubate much-needed placemaking and storytelling experiences focused on Phoenix.
Her community board leadership service includes chairwoman of Abrazo Scottsdale Hospital, vice chairwoman of Phoenix Community Alliance, Friends of Phoenix Public Art, and Dean’s Council for ASU's W.P. Carey School of Business. She serves as a founding member on a number of ASU boards including ASU's Downtown Campus Community Advisory Board, ASU's Greek Alumni Board, and ASU Women and Philanthropy. Other community leadership roles have included chairing Valley Leadership's Board of Directors (VL Class 21), serving as a top Fiesta Bowl Committee fundraiser (Life Committee Member), and serving in Leadership West's Class 10.
On a consultant basis from 2015 to 2017, Poore served as vice president at BioAccel, overseeing development and capacity-building strategies leading to early-stage biomedical device and technology company start-ups, including venture capital and philanthropic funding through BioAccel’s Solutions Challenge competition, and higher education alliance building. Her leadership support focused on expanding BioAccel’s mission, to accelerate commercialization of bioscience med-tech device companies through student and adult entrepreneurial training, mentorship, and early-stage seed funding.
Poore served as president and CEO of Phoenix-based Southwest Center for HIV/AIDS, the only nonprofit HIV/AIDS service organization in the United States providing integrated clinical trial research, prevention, and chronic disease wellness services to serve a population of four million. From 2007 to 2013, she raised $23 million and led the successful development of an innovative, 55,000 square-foot community health and research center in Downtown Phoenix, named the Parsons Center for Health, Education and Wellness. Poore also secured $3.6 million in City of Phoenix bond financing, bringing government and community partners together to develop a one-stop, community-partnered health and educational center contributing to Downtown Phoenix revitalization.
Poore served as vice provost of institutional advancement and public affairs at Arizona State University’s West campus from 2002 to 2007, tripling campus fundraising while supporting a campus and four ASU colleges. Poore provided executive administration and directed a department responsible for all aspects of community outreach and advocacy, fundraising, marketing, branding and public events. While serving as a senior administrator for the largest public university in the United States, campus enrollment doubled in size, growing from 4,000 to more than 9,000 students during her tenure.
From 1997 to 2002, Poore served as director of marketing and communication for New West Energy, a separate affiliate of Salt River Project (SRP), the nation's third-largest public power electric and water utility based in Phoenix, Ariz. A member of the three-person business launch team, Poore developed the sales, marketing and communication strategies for New West Energy’s historical start-up leading to $500 million in energy sales within the first three years of conducting business in California and Arizona. In total, she spent 16 years at SRP in business start-up, strategic planning and public affairs leadership positions.
Her book, “Building Your Career Portfolio,” is published by Cengage Learning, available in English, Korean and German languages. She provides workshops helping students and senior leaders develop a personal purpose and align career, volunteer, and learning investments.

Since 2011, Dr. Poore has served as a faculty associate at Arizona State University and teaches community development, public administration leadership, leadership for change and innovation, and public policy courses. She is a frequent conference and keynote presenter.

As President/CEO of Southwest Center for HIV/AIDS, raised more than $23M in government, private donor and foundation funding to develop a multitenant, innovative 55,000 square-foot community health and research center in Downtown Phoenix. Turned around serious financial losses during economic downturn. Structured complex portfolio of $14M in public and private financing, including City of Phoenix voter-approved bond funding. Collaborated with donors, developers, attorneys, health and government leaders. Developed productive working relationships with national, regional and local bioscience and health leaders.
As Vice Provost at Arizona State University, expanded annual West Campus fundraising portfolio from $1M to a historic $4.5M within three years while leading university re-branding and campus master plan, building a credible campus leadership team.
As a marketing executive at Salt River Project’s New West Energy; successfully launched entrepreneurial, for-profit subsidiary of Salt River Project operating in California, directing marketing strategy leading to more than $500M in energy sales in three years. Provides community-based, local quality assurance governance for one of the largest healthcare organizations in Arizona, overseeing quality of care for the hospital, including emergency care, an accredited chest pain center, orthopedics with navigational technology, wound care, sports medicine, rehabilitation services, and comprehensive care for women.

Since 2013, has led turnaround initiatives to enhance healthcare and community-based organization competitiveness. Consulting has included serving as Vice President of Development at a BioAccel, a nonprofit med-tech entrepreneurial start-up incubator, bringing vanguard biomedical products to market. As Vice President of BioAccel, has expanded fundraising relationships supporting more than 17 new medical technology company start-ups. Secured program commitment from Arizona Board of Regents as well as participation from all Arizona public and private universities. Shaped grant pipeline for BioAccel’s Solutions Challenge medical device/technology entrepreneur competition. Developed the organization’s first comprehensive annual and long-term fundraising program including major gift planning and a financial stewardship system. Scaled up a national STEM mentor program (Az Technology Council Foundation); led strategic planning, outreach, and fundraising programs (trade associations, start-up businesses, higher education).
In 2013, building upon community development dissertation work, founded Phoenix Phabulous Experience™ an innovative indoor mural collection telling the story of Phoenix in nine time periods, activated through community storytelling gatherings.
