Dr. Javed Bari is a distinguished Professor of Civil and Transportation Engineering at North South University (NSU), Bangladesh, with over three decades of experience in academia, research, professional practice, and academic leadership. Since joining NSU in 2013, he has played a central role in strengthening engineering education and research, serving as Chair of the Department of Civil and Environmental Engineering (2015–2017) and as Dean of the School of Engineering and Physical Sciences (2019–2024). During his tenure as the longest-serving Dean, NSU achieved significant international recognition. In the Times Higher Education (THE) World University Rankings 2023 (by Subject), NSU was ranked for the first time as the top university in Bangladesh for Engineering, within the global 301–400 band.
Dr. Bari earned his Ph.D. and M.S. in Civil/Transportation Engineering from Arizona State University, USA, and his B.Sc. in Civil/Structural Engineering from Bangladesh University of Engineering and Technology (BUET). He holds an active Professional Engineer (P.E.) license from the United States and is among the few U.S.-licensed professional engineers working in Bangladesh.
Professor Bari has more than 27 years of university-level teaching and leadership experience, including over a decade in senior academic administrative roles. His international academic career includes more than eight years of teaching and research at Arizona State University. He also served for six years as a Senior Transportation Engineer at the Arizona Department of Transportation (ADOT).
Dr. Bari is an internationally recognized researcher and practitioner in road safety, pavement engineering, materials characterization and recycling, traffic engineering, and infrastructure project evaluation. He has contributed to the development and application of the AASHTO Mechanistic-Empirical Pavement Design Guide (MEPDG) and has published extensively in leading peer-reviewed journals and international conference proceedings, including ASCE, TRB, AAPT, IRF, and ASC.
Professor Javed Bari’s research interests include road safety and crash data analytics, pavement design and performance modeling, recycling of roadway materials, traffic survey and analysis methods, highway materials characterization, and comprehensive socio-economic, environmental, and engineering evaluation of large-scale infrastructure projects.
In addition to his academic work, Dr. Bari has served as Team Leader and Lead Consultant for major development and infrastructure projects funded by the World Bank, USAID, Asian Development Bank, and the Government of Bangladesh. He worked as a Short-Term Consultant with the World Bank (2014–2017) and has led multiple large-scale assessments, performance audits, and capacity-building initiatives.
Professor Bari is formally trained in outcome-based education and accreditation and serves as a Program Evaluator for engineering programs under the Washington Accord framework. As an academic leader, he has led curriculum reforms, faculty development programs, quality assurance initiatives, and strategic planning processes.
Earlier in his career, Dr. Bari served in Bangladesh’s major public-sector engineering organizations, namely Local Government Engineering Department (LGED), Public Works Department (PWD), and Roads and Highways Department (RHD) through competitive national examinations conducted by PSC (BCS Cadre Services). He also served as Director of the South Asian Disaster Management Center at IUBAT–International University of Business Agriculture and Technology.
With strong academic leadership, international professional experience, and sustained engagement in research and development practice, Professor Dr. Javed Bari continues to contribute actively to the advancement of engineering education, research excellence, and infrastructure development in USA, Bangladesh and beyond.
