Sarah K. Heeter is a formidable policy strategist, educator, and business leader shaping Arizona's legislative landscape as the Director of Public Policy for the National Association of Women Business Owners (NAWBO) Phoenix Chapter. With a distinguished academic foundation—dual bachelor's degrees in Political Science and Conflict Resolution, plus a master's in Public Administration and Public Policy—Sarah brings scholarly rigor to practical policymaking that strengthens communities and businesses statewide.

An award-winning educator recognized as Outstanding Faculty Associate of the Year in 2023, Sarah has taught Public Policy and Community Resilience at both undergraduate and graduate levels since 2020, inspiring a new generation of policy leaders and converting countless students to public service careers.
