Bassel Elkalaf is an Egyptian civic engagement and youth development professional whose academic and professional work focuses on election administration, democratic participation, civic education, electoral systems, and experiential approaches to civic learning. He is an M.A. candidate with research interests at the intersection of electoral governance, youth political participation, democratic institutions, and innovative methods for strengthening civic knowledge and engagement.
Bassel is a U.S. Department of State Community Engagement Exchange (CEE) Fellow and a Visiting Scholar at Arizona State University’s School of Public Affairs, Center for an Independent and Sustainable Democracy (CISD). During his academic and professional engagement at ASU, his work explored election administration and civic learning, including the development of an Election Administration Simulation Model designed to provide participants with an experiential understanding of electoral processes, institutional roles, and decision-making. His work has also examined the potential of simulation-based learning as a practical tool for strengthening civic education and preparing young people for meaningful democratic participation.
He is the Founder and Executive Director of the African Union Model (AUM) Network, an initiative that connects African Union simulation models across schools and universities and promotes experiential learning around African governance, diplomacy, policy, and decision-making. Through the AUM Network, he works to expand simulation-based civic education and create opportunities for young people to engage with complex political and governance issues through structured, practical learning experiences.
Bassel also serves as a Programs & Business Development Supervisor at Youth Leaders Foundation (YLF), where he contributes to the design, development, and implementation of youth leadership, civic engagement, and capacity-building initiatives. His broader professional experience combines program development, youth engagement, research, training, and institutional partnerships, allowing him to bridge academic inquiry with applied practice.
His academic interests are particularly concerned with how electoral institutions and democratic processes can be made more accessible and understandable to young people, and how experiential and simulation-based methodologies can contribute to civic learning, political awareness, and democratic resilience. His work seeks to connect research, practice, and youth participation to develop innovative approaches to civic education and democratic engagement.

Current research and policy activities include the development of an Election Administration Simulation Model for Civic Learning, examining how experiential simulation can strengthen understanding of electoral processes, institutional roles, and democratic decision-making. My applied policy work also includes contributing to the drafting of a proposed legislative framework regulating student unions and student activities in Egypt, which was submitted to the Egyptian House of Representatives. This work reflects my broader interest in connecting research, public policy, youth participation, and institutional development.

Received an ACT Grant to support the implementation of my Community Engagement Project (CEP) focused on developing an Election Administration Simulation Model for Civic Learning.
